A Conference Board of Canada study calling for more resources and funding for the country's major cities is being embraced by one local economist as a possible national solution to declining productivity and a guide for Victoria going forward.
Is this the study profiled in Maclean's Magazine last November or so? The one that slams Canada for lax productivity? Is Victoria in the "majors" (probably not)? What "spinoffs" are supposed to "boost" the "smaller centres" (and is that us?)?
